Roma's siege bonus is cumulative. With your civilization bonus (-30%), Legion System tech (-20%), and Siege Engines tech (-25%), you can reduce a standard 8-season siege to just 2 seasons. This means you can conquer two cities in the time it takes other civilizations to conquer one.
